A Campus for the Future of AI
Heilbronn is making technology history. In the Steinäcker district, the Innovation Park Artificial Intelligence – or IPAI – is being built on 30 hectares. It is the most ambitious AI infrastructure project in Europe and aims to make Heilbronn the leading center for applied Artificial Intelligence on the continent.
On October 21, 2025, German Chancellor Friedrich Merz, together with Minister President Winfried Kretschmann and local stakeholders, broke ground for the IPAI Campus. Merz described the site as a key location for AI in Europe – a sign of the project's national significance.
What Is the IPAI?
The IPAI is far more than a technology park. It positions itself as an innovation platform that brings together business, science, and the public sector to develop and test AI applications. The approach is collaborative and practice-oriented: companies of all sizes can work together on AI solutions, from research to market readiness.
The goal is ambitious: over 5,000 people are expected to work on the campus, shaping the future of applied and responsible AI. Labs, a data center, startup hubs, and community workspaces form the backbone of the ecosystem.
Architecture with Vision
The masterplan for the IPAI Campus was designed by the renowned Dutch architecture firm MVRDV. Its distinctive feature, designed by MVRDV: a circular layout designed to foster collaboration and exchange in so-called "Living Labs." The campus will be car-free and consistently focused on sustainability.
Bioclimatic facades and energy-efficient building technology ensure that operational energy consumption is approximately 80 percent lower than a comparable campus. Wind turbines and solar panels generate renewable energy on site.

Strong Partners and Rapid Growth
Since its founding in 2022, the IPAI network has grown to over 100 members and partners. The list of industry partners reads like a who's who of German business: Porsche, Audi, Mercedes-Benz, Deutsche Telekom, Würth Group, Schwarz Digits, Bechtle AG, Stihl, and the Stuttgart Stock Exchange are all part of it.
Particularly noteworthy: the Belgian research center imec is establishing an "Advanced Chip Design Accelerator" (ACDA) at the IPAI. In March 2026, the state of Baden-Württemberg also announced five million euros in funding for building a chip ecosystem at the IPAI site. The AI startup Aleph Alpha, one of Europe's most promising AI companies, is also a partner.
Construction Progress and Timeline
The first construction phase is being delivered turnkey by STRABAG subsidiary ZÜBLIN together with ROM Technik. The first buildings are expected to be ready for occupancy by the end of 2027. Until then, IPAI is using its interim facilities: the IPAI SPACES, spanning 6,500 square meters, already provide workspaces and AI infrastructure for members and partners.
A special infrastructure project accompanies the campus: in April 2025, the Heilbronn city council approved the preliminary planning for a cable car from the main train station to the IPAI Campus. Half of the planning costs of approximately four million euros will be covered by the state.
Funding on a Solid Foundation
The state of Baden-Württemberg is contributing up to 50 million euros in public funding. The Dieter Schwarz Foundation is contributing its own funds in equal measure. The majority of financing comes from private sources – a model that reflects the close integration of the public and private sectors.
Heilbronn Becomes an AI Magnet
The IPAI is already attracting professionals, researchers, and founders from across Europe to Heilbronn. Tech experts, data scientists, AI engineers, and startup founders come to the city for projects, workshops, and long-term engagements. Cooperative initiatives like "Next Level Mittelstand" also regularly bring decision-makers from medium-sized enterprises to Heilbronn.
